Samuel Oliver Consulting Ltd is a United Kingdom technology advisory company. We work with executives, boards and their teams on technology strategy, cyber security, artificial intelligence and compliance, and we build software products of our own. We are the company behind Toro Digital and SAFER Defence.

Twenty years in uniform, twenty in technology
Samuel Oliver Consulting Ltd was founded by Michael Wills. Before consulting, he served twenty years as a military veteran. Since then he has co-founded two international cyber and data security businesses, worked as a consultant chief technology officer, and held a range of business interests.
That background shapes how the company works. Defence and public sector customers do not need to be sold technology. They need someone who understands the operating environment, will say plainly what a system does and does not do, and can carry an assurance conversation as comfortably as an architecture one.
The company works to a simple sequence: understand the problem properly, unlock what is already there, then unleash it. Most of the value is usually in the first step.
